James Klingler, Associate Dean for Finance and Budget Management
James Klingler, associate dean for finance and budget management, serves as chief financial officer of the College of Arts and Sciences.
Klingler comes to the College after seven years at NC State, where he most recently held the position of executive director of the university’s Business Operations Division and senior adviser to the Vice Chancellor for Finance and Administration on business process change. He also led the campus’ shared services initiative.
He previously served as facilities budget director in NC State’s Office of Finance and Administration, acting as chief financial adviser to the Associate Vice Chancellor for Facilities, where he managed a $100 million personnel and operating budget that supported planning, design, construction, maintenance, and operations of campus facilities and infrastructure. He has deep experience in public budgeting, finance, administration and customer service, and is familiar with UNC system operations and practices.
Klingler also worked as a senior fiscal analyst for the North Carolina General Assembly, with an understanding of state budget policies at multiple levels of governance. He was senior staff adviser to the House and Senate on matters related to the state’s $2.8 billion capital budget.
Klingler received his master of public administration degree in 2002 (where he was a John Gold Scholar) and his bachelor of arts in philosophy in 1998, both from UNC-Chapel Hill. He recently served on the board of directors for both the UNC Master of Public Administration Alumni Association and the North Carolina Zoological Society
He will split his time between the College’s Business Operations offices in the Europa Center and the Dean’s Office in 205 South Building.
